Absolutely they could be. What's a contradiction is the response/backlash based on the facts we know. For one we have irrefutable proof of corruption, mishandling and misuse of org resources and money and one we don't. With that, one would think it would be obvious which organization gets criticized and held over the coals...except it's just the opposite.both of these things can be true simultaneously without contradiction
