Pretty sure if you have a tag and then draw a controlled tag, you have to exchange it for the controlled tag and it does not go back in the pool. So unless they just decide to not hunt Idaho there won't be any in the pool of returned tags.

True, but there's also just a handful of units in Idaho on an A tag where there's the huge number of nonresidents that you are talking about as well.
