Pretty sure if you have a tag and then draw a controlled tag, you have to exchange it for the controlled tag and it does not go back in the pool. So unless they just decide to not hunt Idaho there won't be any in the pool of returned tags.

That's what I was thinking also but it would be good if someone can confirm 100%.

If they did throw them back in the pool, there would not be a cap on NR tags. Since you don't have to buy a tag to enter the drawing, just a license. It doesn't say x number of tags plus controlled tags.

I think they are 2 separate pools of tags. 12,815 general season non-res tags and separately not more than 10% of controlled hunt tags.

Either way I doubt there would be that many. I think if that were the case, the regs would say that and not just that they could be exchanged. Probably about the same as turned in for refund because of death or illness. Don't want to get their hopes up.

Thats the way I see it also. My understanding is if the NR tags are sold out and you draw without one your SOL.
Which means one NR pool.

Negative. You don't have to already have a tag to get one from the controlled hunt draw. It's two separate pools of tags. They make NR buy a license to apply, not a license AND a tag to apply. Technically there can be more than 12,815 tags issued to NR per year between general tags, controlled tags, and DAV tags, which also don't come out of the general tag pool.

True, but there's also just a handful of units in Idaho on an A tag where there's the huge number of nonresidents that you are talking about as well. Not hard to figure out where the NR archery hunters are flocking to on the A tags.

This is accurate. If you draw a controlled hunt tag, you turn in your OTC tag to get it. The OTC tag does not go back out for resale.

On the other hand, if you decide you want your OTC tag, and give up the controlled hunt tag, that one will go back in the pool for the second draw.

As others have said, it’s just been a rush to get tags in case of a second virus scare, plus stimulus checks, plus a renewed sense of self-reliance, etc. The cap on tags hasn’t changed. I expect to have a pretty standard year in the elk woods. Good luck to you guys out there hunting with me!

Thanks for the clarification. I was hoping any turned in OTC tags would go into a resale pool. Disappointing lesson learned for me. I’ll be putting in this December for the 2021 season.

Crazy how much the demand has increased this year. It will be interesting to see what the controlled application totals look like when they release them.
