You’d need a pretty substantial improvement to public land to allow a wheelchair bound individual to cross a 54” tall fenced corner without touching the private land or fence.
Where did they get 54”? Fence posts are commonly 8’ and are often placed with 3’ in the ground leaving 5’ of exposed post.
Maybe Colorado folks do fence differently.
I think it’s a good start, but could use some improvement.
Probably easier to first get it through, and then fight to add disabled access after general access is established.
I believe as far as wheelchairs are concerned, they go 36" and add 12" for turn radius.Seems like a 36" gap would be simpler.

I used to work for a company that made T-posts many years ago. FWIW, best sellers were 6', with 5.5 and 6.5 after that. 8' posts were made rarely, although we still made them.A standard post driver is made to put posts 53".
