I'd say there is stress in the action between the screws(this would also stress your scope tube when the actions torqued), or possibly a pressure point between front action screw and barrel somewhere. Have you checked free float? When installing action screws, leave rear screw out, install front screw and bring to torque. Now install rear screw, slowly screw in and bring to torque. If the inletting is off, the rear screw will catch tension and start loading before its tight and goes to torque.
