Wyoming HMA process?

Looking at WY antelope units and I'm aware of the rules around walk in areas vs hunter managment areas. I was wondering what general odds are in drawing permission slips for those HMA areas are? Say there's 250 tags in a unit but 50 permission slips on the only HMA on the unit. I've seen some places that it's first come first severe but that was old posts. Anyone know how this works?

It's random draw, so assume worst case odds 1 in 5 in your scenario. More likely that not everyone puts in for the HMA, so the odds will probably be better than this. This is HMA-dependent as some HMAs are better than others.
