BTW, most states, the game laws and how game laws are enforced are different vs most criminal or non criminal cases.

Read up on the public trust doctrine. The natural resources are to be held I trust, by the government (states) to be preserved and protected for use by its citizens. It’s why the states regulate hunting, fishing, waterways, etc.
