Not true. Merriam-Webster says irreguardless is a word. https://www.merriam-webster.com/dictionary/irregardless

To answer the OP's question, I doubt there is a lawyer who just specializes in dealing with the Idaho Fish and Game department. Most people who have those kinds of issues don't have money to pay legal fees, so it is probably not much of a way to make a living.

Next best thing would be to find a civil litigator in Boise who is skilled at appellate advocacy in the state courts, because that is where you will end up.
