If there a way for people to be " preapproved " for lack of better term?

Almost all cases are handled at Port of Entry. In some cases you do see pre-approved TRP's but its not very common for most travellers.

How would one apply for a TRP? Wouldnt that take some of the uncertainty out of this for different individuals?

You can apply at the Canadian Consulate in LA. I'd say for most travellers the best bet is actually at a port of entry, where an officer is able to fully understand the situation and make the determination. I haven't heard of many cases (if any) where a traveller received a TRP for anything other than big tours, sporting events, etc that require longer planning and financial circumstances (athletes, performers, etc)

Makes sense. Thanks for the information.

Just for some people info.
I have made about two dozen crossings over the years to hunt and judge field trials and for the most part everything is pretty smooth. Yes you deal with some personalitys at time however for the most part everyone is friendly and just trying to do their job.

I would start with the Canadaina consulate as that was the nest path prior to the law change. I can't imagine the law change affected the most effective manner of receiving clearance for entry.

I was coming across the border in the winter of '97. I had lost my student ID at Blackcomb. Had no cash. Had a checkbook. Had left my wallet in a friend's car who was home on Oregon. Coming back took maybe.....30 seconds. He asked me a couple rapid fire questions and let us go. I'm guessing you cant do that anymore.....

And that's why it is a complete load of bullshit. Rather than a sensible program for approving entry they leave it up to some overworked border official at that moment. It's crap, there's no excuse for it.

You can spin it about "officer discretion" all you want, but it's nonsense.

It's their country, spin that. You think our custom people can't be dinks?Don't have and use their discretion?
Don't like it?TS.deal with it.Get rehabbed if necessary or don't go.Their choice,your choice.
I've been crossing multiple times a year for decades and am VERY appreciative of the opportunities to hunt, fish and enjoy THEIR natural resources.

What I'm saying is that without discretion, the answer is that people are inadmissible and will not be allowed entry. If that's more acceptable, then we have different opinions on it. The simple fact is that a consulate will not ever give a 'sensible program for approving entry' for regular travellers. They'll deny the application more times than not for inadmissible people.

Thankfully there is a system in place that allows an officer to admit someone who is inadmissible for certain reasons. I couldn't care less if you think that's a 'spin' or not. I happen to have a bit of experience on the topic and was posting for people to have the information, not to get into a measuring contest.

If someone wants more info feel free to PM me...I'm not going to argue over a countries policy or legislation anymore lol.

It just makes no sense to me to have a situation where one day a person gets through and the next they don't.

I pass all manner of background checks, the situation in question was over 20 years ago, I follow ALL the rules, yet nobody can tell me whether or not I'll get turned around. Lame. Honestly, it just sucks that some TSA level agent has to make that decision on the ground.

I had 1 in the mid late 90's did the paper work to get in for a hunt a few years later. They never said a thing about it when I crossed. When I went hunting again 7 years ago to BC the guy at the counter asked if I had ever been in trouble, I brought it up knowing he was looking at it. I also handed him a copy of my outdated ministry permit of approval(what ever it was called) he looked at it and said hum thats interesting and we talked a little about it a bit and he kept the paper work said go sit down and I will call you up in a bit. Never saw him look at another thing and in a few minutes he called us up and said have a great hunt up there guys it should be awesome. He was super nice the entire time, but I guess he still could have went the other way.
Makes me a little nervous as I have dang expensive sheep hunt booked for this fall

They punish alcohol offenses heavily and tax the shit out of cigarettes and beer. Yet they make alcohol and cigs available on every corner in every town. How is that NOT ironic?

You want to talk irony? There's an on going years long anti-smoking and drinking campaigns, as well as mental health awareness, then the gov't legalizes pot. Don't smoke, but here, have some of this!

I also don't know how Canada has more booze and smokes around than the US. It's different province to province, but here in BC, we can't sell beer, wine, etc. at gas stations and Walmart does not have booze. I find it all much more accessible when I go down to Washington.

How is that ironic? Punish offenses is the key term. Don't commit an offense you won't be punished, it's pretty simple. No one is being forced to buy, consume, or drive after consuming.

Is it ironic that you can't shoot people yet there are gun stores everywhere?

I find it far more ironic to commit an offense and then bitch about the consequences.
