I'm glad Colorado is going to do SOMETHING!

I don't know if an all draw system is the answer, but at least it's some type of restriction on number of tags.

The NR unlimited OTC tags is the biggest killer. People who don't live out west and apply for WY, MT, NM, ID or UT come here as last resort, which is a huge number. And a lot of people just come here in general from out of state because A) it's one of the cheapest B) it's guaranteed C) it's the closest place to drive for anyone on the east side of Colorado

I think these are baby steps for the CPW as you can't derail the OTC money train all at once. I'm assuming in 10-year all elk seasons in CO will be a draw. I would gladly go less often, pay more and have less crowding and better quality. Something else that also resonated in the meeting was the non hunting over crowding. This may not be news to most of you but I know some trails in unit 20 (Estes Park) were limited to the number of users/parking by purchasing online daily passes to limit the crowd.

I don't hunt OTC units, so it has no bearing on me at all. But, a lot of you guys haven't mentioned a very important factor with NR tags...money.

ResNon-Res
Bull Elk License$57.90700.98
App Fee$7.139.17
Habitat Stamp$ 10.5910.59
Cheapest Qualifying License (needed for draw units)$31.4186.50
$96.44$807.24

$711 more for every Non-res bull elk license into CPW's coffers. Even if a NR is unsuccessful, they're paying $106 just for a preference point. CO residents may not like it, but CPW's budget relies heavily on non-res apps and license sales.

I doubt the CPW will make Rifle Elk All Draw - only archery.

And that makes ZERO sense
Would make a lot more sense to go all draw for rifle. I rarely run into people in my OTC archery areas, whereas rifle is complete mayhem in those same units... Even if its generous allotments, or otc with caps and unit specific tags.

During the recent CPW Commission meeting [yesterday] , it was proposed to go ALL DRAW for elk - prior to the next BGSS [by 2024]

Below is the Youtube video of the meeting - to save yourself some time, go to the 2:00:00 time and listen/watch for 30 mins - there are public commenters later in the video if you wish to listen/watch

They also discuss making DAU E16 [Grand Mesa] to go all draw

Enjoy

Do you know if there is a pdf available for the document they are reading off of? Nothing against them but with the continuous/monotonous reading my mind keeps wandering and its hard to track thanks to my "squirrel" brain.

*Edit*

Never mind, a simple google search pulled that up.

Don’t forget the yearly parks pass added to RESIDENT vehicle registration that where RESIDENTS are adding give or take 50 million a year to the coffers of cpw.. Or cpw now has plenty of money and plain and simple does not need that nr $$$$ as they have in the past. Things have changed!!

So residents are picking up the funding gap so no worries there!!

You do have the option to opt out of the $29 fee when registering, which is cheaper than paying for the usual annual parks pass. Also, wildlife conservation is one of the four major areas the funding will go towards, I may be missing something but this does not seem like a bad thing?

But, but, think of the influencers! How will they (pretend to) make a living without producing “DIY, public land, OTC” content while building points?
ah, i know the answer to that.... join a poaching ring of course... may or may not get busted and fined..... but hey you reap what you sow somedays

personally i think its a good thing and i think it should be mandatory... it gets all the other folks who enjoy the outdoors involved in its upkeep and funding in addition to and along with the hunters and fishers

Ding Ding!! We have a winne
I'm in Utah, not Colorado , so I may be missing something here but why would residents want OTC tags to go to a draw when it sounds like non-residents are causing the crowding? Wouldn't you want CPW to limit non-resident tag numbers?
If all OTC tags went to draw only they would be subject to the % allocations for Resident/ NR. This would effectively limit the Non resident hunters.

The difference is not even close- hunting licenses generate almost $100mm more per year in revenue. Using the latest data from CPW for FY 2021-22, Parks parking & licenses accounted for $44mm of revenue, while hunting licenses & passes accounted for $137mm.

I don't follow along with all of them idiotic flat brim wearing "influencers" but a co-worker of mine who has drank the hush Kool aide for years says them guys just buy landowner vouchers where available and they purchase a lot of CWMU tags in Utah. So much for their "DIY PUBLIC LAND" motto if thats true.
