Youth Preference Points

Are there any western states that allow youths to obtain preference points beginning once they are born or do all states have a minimum age before they can begin to accumulate points? My nephew will be born in early 2018 and I want to try and plan accordingly.

Which states allow youths to obtain points at the youngest age? I have read that Colorado and Wyoming require that the applicant be at least 12 years old the year of the hunt they are applying for.

Most Western States don't allow point purchase until hunting age so kids don't have to start building points from birth

Maybe Washington (someone that knows a bit better can chime in)? Most you have to be 10-12..

Kansas doesn't have a minimum age for deer points. Not sure it takes many to draw though.
