In my opinion, if I was determined to get into sheep hunting badly enough, I’d move to British Columbia and hunt as a resident.
For someone starting out, I think it’s too late to start playing the points game. Way too many people ahead of anyone starting out. I’m fortunate that my son and I are toward the top end of points holders in Arizona, Nevada & Wyoming. He’s 38 and has 25 or 26 Nevada points, 26 Wyoming points and 30 in AZ. For him (and me) it makes sense to keep applying. For someone starting out, no way. I’ve already got 3 Dalls & a Desert, hunted Stone & Bighorn so I’m pretty satisfied at 67 years old. If I can hunt sheep in the 3 states I mentioned I’ll be done, I think.
The other way to get into sheep hunting is to get a job that pays $200K a year or more and save up. Or become a business owner. Finally, you could become a guide and get in a lot of sheep hunting.
