Can someone tell me what this is and what it does?

The hose part has me confused and I'm thinking this is a cool rifle thing I know nothing about.

That is the Accu-Tac Hydro Bipod. The shooter can control the cant and the center height to a small amount without coming off the rifle. So that hose goes to the control allowing the adjustments to be made without coming off the rifle. Image below showing the hydraulic hose connecting to the control. See them used in the ELR market.
