Utah makes it unlawful to report deadheads through April 30th.

I’m out hiking with a cougar tag, I “locate” a shed or a deadhead. How are they going to prosecute someone for that? Seems like it’d get thrown out pretty quick. It’s not illegal to hunt or hike.

Most people can figure out that locating, or marking means you will be noting said location in some semi permanent form; ie GPS, so you can return in the future. It's not difficult to see the intent of the wording. If you are out hunting cougar and walk up to and past a shed, you have little to worry about if you don't have a gps pin marking it's location.
 
If you cant understand how the emergency ban is written you probably should just give up hunting all together. And if you're so serious while out looking for a lion, call a game warden. I can tell you the information you get about laws from the internet aren't going to go well for you.
Oh I understand it. They don’t want people in the woods during this time but they don’t have the authority to ban everyone so they are using this to circumvent the right way to go about that. I understand that “gathering”= “locating” to them and someone seeing an antler could be construed as them having located it. That’s why I have a problem with it.

The sad reality is we already have laws in place to prevent harassment of wildlife. Unfortunately there is no where close enough staffing to enforce it and the state wildlife divisions know this. They place these restrictions because they know enough people will be worried about breaking the law that I will reduce the amount of human presence out there. This winter the deer and elk really do need a break any where they can get it

They know people will still be out there picking up horns or bending the rules. They will catch a handful but that’s it.

Colorado is a perfect example of how a shed season works.

Yup. They know a certain element will rationalize a way to break the rules.

"Lion hunting" or whatever. Hopefully enough respect their efforts the deer get a break, and further restrictions are not implemented.
 
This guy. lol. Go MT. lion (shed) hunting and see if it is enforceable. I got a quick solution for you bud... If you find a deadhead while hunting, during the closure, call the office and see how they want you to handle it. They may tell you to give them a location. Or better yet, send an email to the UTAH commissioners and ask them that very question before you go out. Seems easy...

I have emailed the UDWR director and am waiting for a reply.
Also why would they tell me to give them a location, that’d be against the law during the closure. I doubt they’d ask me to break the law.

Simply you go lion hunting and mark a head you broke the law. You go looking for a head you broke the law.

They closed the "oh me i was just wandereing around I wasnt looking for it I just acciently found it" By marking it you broke the law.
 
The US has a long history of enforcing laws based on the spirit of the law not the letter. Your intent is what will dictate it. If you are out hiking and see a shed, was your intent to find that shed?

You could have solved all of this by calling the people that will be enforcing it but that wouldn’t allow you to complain.

It says marking locations of antlers is illegal, not general locations. They are using locating as an active verb in the sense of searching for or mapping.

You're either out there hunting up antlers or you aren't. I don't live in UT, but I find the directions on my Navage more complicated than the language in this emergency order, and I haven't drown myself yet. I'm sure you will make it through this.

But they state “locating” and “attempting to locate”. Why state both if they both mean looking for?
