Utah DNR officers forced to write tickets

I watched this 2 day old video from Fox 13, which basically says that a new policy by the DNR makes them have to report a crime every 23 hours. This has led to the rapid increase (double) in DNR officers handing out traffic tickets. But honestly the worst part is how the executive director of the DNR, Joel Ferry, handles the interview. Thoughts?
