There are plenty of studies out there showing that the increased pressure leads to the death of wild animals, so I’d argue that, while not on the same level, it’s not entirely different than hunting animals and selling game meat commercially.
I think a lot of the issues we’re having would be mitigated if people couldn’t sell antlers and I’ve yet to see an argument that makes sense to allow commercial sales of a public resource.

Regarding the last paragraph, I think the banning of sales doesn’t target the problem which is pressure that actually impacts the herd, and can be mitigated in better ways

You do realize the VAST majority of laws are made due to the “outlaws”. Stealing, murder, tax evasion, etc.The harassment of animals is already illegal.

If shed buying and selling was outlawed and it became black market, the very very vast majority of people wouldn’t do it. So yes, it would be successful, and yes it is sad that’s the way society works.
