Yes - I have put on a top layer of resin to thoroughly wet out the cf cloth. When using a vacuum bag any excessive resin will be pulled through the peel ply and absorbed by the breather anyway.
The opposite really sucks (and I've done it multiply times). If the cf cloth doesn't get (enough) resin its useless, and putting on resin afterwards creates different "layers" (maybe afffecting the structual integrety/strength) and cock up the finish.
It is ofc a balance here - you don't want too little or too much. The breather however "fix" the problem of using too much.
