Move to Idaho and get the Lifetime license…. Then move to Az and get the Lifetime license…. Then settle in Colorado, Wyoming, or Montana.. That’s the ultimate Western Hack
This 👆 . Except don't put CO on the settle list, put AK, tags are easy enough to get in CO as nr.

I love North Idaho, but when I lived in Colorado I saw TONS more elk and Mule deer.
Also, housing is expensive as shit and jobs are few.

for AZ that isn't true.
you may want to double check that. The AZ website says otherwise pretty explicitly. Also, many states have laws that say if you hold resident tags in any other state then it is illegal to possess a resident tag in that state. And with todays electronic tags it is very easy for the states to communicate and share that data and cross check resident tag status.

Change Of Resident Status

If a lifetime license holder subsequently changes resident status from Arizona, the licensee must then purchase nonresident stamps, tags, and permits. A nonresident tag or stamp can accompany your lifetime resident license. The lifetime license will remain legal for the taking of all wildlife as permitted by law. Residency may be re-established after moving back to Arizona and meeting the required time period as set forth by law.

I read your post wrong, I thought somewhere you were saying NR's with lifetime fall under the 10% cap like other NR's. My interpretation is it would still be a NR tag with NR fees, but still have resident odds I believe.

Idaho had the finest women when I took that little road trip up to Washington. It was a fat cry from Menver. I believe if I was chasing white tails, I'd want to be in close proximity.
