Arizona draw and license purchase requirements

Question: When applying for the elk draw in Arizona as a non resident, I was under the impression that you had to also buy the annual hunting license, which I have done the past couple years I have been applying. This year I put in my elk app before my previous year's license had expired so it didn't ask me to buy a new hunting license. Is that going to screw me when the actual draw takes place and my license is expired or is Arizona a state where you can time your draw application right and only buy the license every other year? Thanks.

Regulation states you need a valid license at the close of the application period. If you buy one today it will be valid at the close of next years Elk draw on Feb 11.
