Silky folding saws are very nice (pocket boy or gomboy for backpacking). The Ichiban Samurai is very good as well I keep one in the truck. The Sven folding saws are a nice compact option as well. I’m not a fan of the pocket chainsaws.
I’m not putting my support behind this at this time. The WDFW doesn’t oppose this change, but I don’t see it stopping at just 1x magnification for very long.
How handy is he with knots? Knowing some basic Knots/hitches that can be tied, and almost as importantly untied under tension can make things a lot easier. Specifically truckers hitch and burn knot. Carabiners are good for improvised blocks as well. Good luck!

Your binoculars are fine for what you described. Even better when put on a tripod, but elk are big and branch antlered bulls are usually pretty easily identified from a long long ways off.
If you’re truly not seeing anything, then I’d consider moving now while you have enough time left to get a good hunt In somewhere else. If anything you’re going to learn more areas for the future.
Probably not from the same lot. There will be lot numbers printed on the boxes that you can compare. There can be some variation from one lot to another. Best to shoot a group to check if you can.
I have a scope that dials/tracks reliably, and a simple duplex reticle. I use a combination of dialing and MPBR. I zero at 100. Dial up to my MPBR for must quick shot opportunities out to about 330yds. I can dial up the remainder past that.

Leupold custom shop can change the reticle for you if it’s something that important to you. I have been pleased with the vx3i 2.5-8x36 that I have had for a couple years. Though maybe not cost effective, Leupold could possibly change the reticle to one you want in the scope you already have.
