Wyoming nonresident proposal

Before this turns into another Wyoming hate thread--It's a very simple answer why:

"The Commission receives no State General Funds." Essentially, WGFD has to generate its own budget. Tag numbers are dropping and agency costs are increasing. All other WY state agencies are primarily supported by State General Funds. I can speak with certainty, an $88.5M annual budget is barely enough to run anything let alone a state agency with the amount of responsibility WGFD has.

Same agency that spent ~$10 Million on a new HQ for a couple of employees, does not add up. Why would the budget increase? Less hunters based on tags. Sounds like mismanagement.

CO has more animals and less of a budget, + is required to take on the state parks under misguided lawmakers decisions as another example

States refuse to fund their fish and game, then throw it on the backs of NR. AKs budget is ~$175 million, is 6x larger geographically, not even funded enough and doesn't force NR to build them a new overpriced HQ. States have choices, some are just under the thumb of outfitters too much.

yes, if you ask someone, should we charge the other guy more than you, it will pass.

Big tangent to this, but I know someone who moved to KY. They had to pay sales tax on the cars they already owned. I think it is inbred. But no one is going to stick up for the other guy. To me it seems unamerican to pay taxes on what you already own.

Lots of states have those taxes, called personal property taxes. It is against common sense to pay taxes multiple times on an item owned but lotsa folks fo it. Something to consider if you move. ;)

No disrespect but you are misinformed. This is all publicly accessible information:

As someone who manages millions of dollars annually, $88M or even $100M is a shoe string budget to run any agency that size with that much responsibility. Everything costs money and not all projects that are legislatively approved satisfy what the external public thinks they need 100% of the time. Does government waste happen?Sure. It happens in every state and federally to varying degrees. That being said, individuals upset over loss of opportunity or dissatisfied with legislative spending tend to dream up ways to vilifying state agencies and governments as if they are amassing great sums of money. But trust me, no one at WGFD is sitting back stroking a white cat, laughing maniacally while they stack their NR gold coin. It’s not a matter of WY refusing to fund fish and game with state funds. The sad fact is that Wyoming has significantly lost its ability to generate revenue due the steady loss of the mining and fossil fuel industry. Add to that we only have roughly 500k residents that not all of which are tax payers. There is not enough people and industry to tax and create the necessary revenue to provide essential services and infrastructure for the entire state. As a result, almost all state agencies that provide these resources have seen severe budget cuts in recent years. I don’t disagree that the state should establish a state funded trust to alleviate the pressure on WGFD so that it can better prioritize but the precedent has already been set and there simply isn’t the funding to spare. This is not at all a dramatization but a harsh reality—do you really want to tell someone’s grandmother, living well bellow the poverty line as most residents do, that her essential state paid services have been cut because the state needed to find the money to support NR hunters? If the answer is yes then you can consider yourself part of the problem.
Ima say it...

...anyone who manages millions for a .gov entity, should never, ever, ever speak as though they have experience managing money.

Show me a .gov budget, I'll show you waste to the tune of 50 cents on the dollar minimum.

Problem with OUR resources, is OUR .govs management and spending, and OUR condoning of it. The problem is not the budget, Non residents, covid, californians..

...well maybe californians..

I never said I got to decide where and what it’s spent on.

what this means, is if you put 10 people in a room, and 9 out of 10 of those people worked in the market, and 1 out of 10 of those people worked for the city/state/county/government at any level, and you asked those 10 people how much a roll of toilet paper is worth;

9/10 people will say a couple bucks
1/10 people will say 2-3 weeks and $50

----

Your elected officials do that. Vote better if you don’t like it.
Problem with OUR resources, is OUR .govs management and spending, and OUR condoning of it. The problem is not the budget, Non residents, covid, californians..

what this means, is that the above example, 9/10 people let/allow/vote/condone that they are wrong, and that 1/10 people are actually right/we should listen/we are wrong/we wont do anything about it.

-----

maybe thatll help?

Wasn't tracking the CO parks budget added so much to the bottom line last time I looked. Guess CO figured out R needed contribute more than 0.005% of the annual budget to succeed.

I still standby the fact if WYFGD is struggling so much financially, maybe spending ~12% of the annual budget on a shiney building for 26 employees probably didn't hit the mark. Not to mention $3.7 mil alone on its website. Running a crypto operation with that website?

Point being WY does not appear to be a good steward of sportsman's money, especially with every PR article touting how the state didn't have to contribute a dime. More of a black eye than anything the R don't care to contribute to the future. One day the next generation won't have the same opportunities as those before them and they will wonder why all that money was spent for no gain.

Another example how Liz Cheney did more for Ukraine than the state she supposedly represented. Would've been easy to add funding for the GF dept in one of those pork filled shit sandwiches
Politicians care about us as much as the wolves care about managing the elk heards.

Edit-on topic, given we have migratory councils in relation to fowl and feather and corresponding seasons, perhaps western states and the respective transient game seasons should be done similar?

Not a western state resident, so constructive input from over yonder.

I'm as disappointed as anyone with regards to increased costs for decreasing opportunities. I could more fully support your position if resident tag costs were more consistent, that is if the people who live there and utilize the resource most really care...

This will price me out to hunt , probably would buy a tag or tags for my daughter to hunt until she is out of the youth category. Wyoming will be no more for me if these are going to be the tag prices. Not that I wouldn’t like to pay it , its just I cant financially. Im blue collar.

The special draw deal is funny to me. They should just have one draw for the first pass at a tag and they should make the price of the tag however much they want. This is America and the market will decide if the price is acceptable. Non-res don't buy tags, outfitters and landowners angry but res hunters very happy.

Interestingly, the price increase in the special draw will likely give it legit better odds relative to the regular draw. Guys doing corporate hunts or just have the cash, a couple thousand is chump change.

I get that you are not buying into it, but I doubt it will matter.

Every state has raised prices, Wyoming always seems to be one of the last.

I used to laugh at New Mexico's non-resident sheep prices. Now many other states are near that price.

Wyoming is the most expensive state to apply for non refundable. I don’t think they need to raise prices.

Anybody know how they came up with the actual increase amounts? Obviously they’re absurdly huge increases. But why $1258, $826, and $874? How’d they come up with those amounts?
