What would you give up to save OTC opportunities?

Like Texas, you have to lease land to be able to hunt for the most part. It sucks, hosestly !
It would turn elk hunting into the same thing whitetail hunting has become in the midwest, where it suddenly doesn't matter as much the kind of hunter you are if you pockets are deep enough you can lease up the best land around and stumble on a good buck every year

lol this has been discussed many times. Resident costs would only go up to a few hundred dollars.... and that would be only for states with OTC opportunities like Colorado. Other states would see no difference in revenue.
There would be some difference in revenue as Pittman Robertson funding is partially based on licenses issued. Not sure on the exact break down of it but it may reduce some federal funds coming in
