Really comes down to the Southern Utes (and perhaps some other tribes?) not wanting wolves. The Utes have prime wintering grounds for elk and deer, which they hunt extensively, and cattle leases galore. Since the tribe didn't want wolves and they weren't consulted for their opinion, the Washington tribes wish to honor the Ute sovereignty and not provide wolves that the Ut don't want.

That’s a good perspective. My first impression from reading the article was that perhaps the tribes honor and revere the wolf as part of a healthy ecosystem, circle of life kind of thing and maybe the Colville tribes weren’t so keen on how the wolf was actually so disrespected by the mechanics/politics of the reintroduction that they had to say no. When you feel misled you will look for ways to diplomatically disengage. There was much implied but not much explained so to speak in that piece.
