I am looking for a hand held radio that will transmit at least 5 miles with small rolling hills and buildings, one and two story houses and buildings, across a town. Does anything exist you can count on working? Thanks in advance!

I run a baofeng BF-F8HP I got off Amazon. Ran it throughout this winter. Pretty good for a handheld. Can get multiple days off a battery charge
 
You’re going to be limited to basic CB/FRS radios and their range unless you go the Ham route which opens up higher watt transceivers and more frequencies. If you passed a high school physics class, you can pass the certification test with a few hours of reading.
 
Gmrs with long range antennae or use a marine radio and don’t be stupid with it
 
What does this mean?
In general it is illegal to use a marine radio on land (land to land). To legally use them on water or land to water I believe you need a license. So like using GMRS or HAM without a license be smart with how often, where and when you are using it.
