Can I get a Montana resident to match my donation 40:1 considering my elk tag costs 40 times yours?

While the Galts have been behind some bad elk policy, they're not stupid enough to be part of this. In fact, UPOM won't disclose their membership or where they get their funds. Nor will they provide any evidence of damage allegedly caused by elk to their members properties. This suit has been ridiculous from the start

Access is definitely the problem.

And it's not just the "rich out-of-state" landowners.

I'd say the majority of ranchers in our area with decent elk hunting only allow
family and VERY CLOSE friends hunt.

And even with the shoulder season in our area the elk congregate on private land
where they don't allow anyone to come in and kill cows or help disperse them onto
other land.

A couple things could be done that might help:
Absolutely zero public/government compensation for fence damage or crop damage
if a certain amount of public hunting (meaning draws for tags) isn't allowed.

Also, any landlocked public land is off limits to the landowner if some public access
is not allowed. No grazing, no hunting, no setting foot on it. < that's a period

Something related would be if a landowner is adjacent to public land and there isn't
a reasonable ( just for instance 5 miles between points) public access to that land, the landowner
(or Outfitter leasing the land) would not be allowed to go onto that public land directly but
would have to use the same access as the general public.

It would be awesome if even one of these things would be implemented!

They continue to prove time and time again that they don’t have an interest in lowering elk numbers. If they were truly suffering this level of damage and did not want to let random people on, they would be calling all of their buddies that they knew to come out and shoot elk on their property but they fail to do so. It’s ridiculous for them to claim that they’re having this level of game damage all while using none of the tools that FWP provides them like the BMA program or anything else. The public would love these ranchers if they took their buddies out and shot elk on their own property as it would push the elk back onto public or onto BMA properties.

Looking at the Kansas Dept. of W&P, I don't see where they even allow non-residents to apply for an elk tag unless they are landowners? Maybe Montana could save you some money, if they had a reciprocal agreement.
