It's a dumb state law that has been on the books for ever......makes no sense to anyone else either.

Not to rattle any cages, I am new to big game hunting in the West and do not know all the regs. and what not. Why do you have to have a registered guide or resident "guide" in the first place? The land is Federal land and as US citizens and tax payers we pay for the management, etc. Makes no sense to me why someone would have to have a "guide" to hunt Federal land.

Because of the Wyoming law saying so! It was pushed through years ago by the Outfitter & Guide Association and it's doubtful that it will change because it's been challenged in the courts and the state of Wyoming won. The Wyoming G&F controls hunting requirements within their state boundaries just like every other state. You either abide by the requirements or find somewhere else to hunt! The law sucks, but there are many more that do too and we have to abide by them or risk the penalties.
