States for Non Resident to hunt Sand Hill Cranes

What states have best opportunity of getting license and hunting opportunities for DYI, non residents?

Texas panhandle is the mecca for cranes. 3 birds per day 9 in possession.

TX primarily. We get them in Colorado (and you can hunt as a non resident) but you are better off focusing on TX.

Word of advice. Just pay to play. You will have a hard time competing against the guys with 200 mounted decoys. vs plastic ones. Plus the birds move a bunch and if you dont have alot of ground locked down and scout everyday your pissin in the wind.
