small dog safe from big hawk?

A hawk can fly off with anything equal to or weighing less than itself. A 5lb hawk can snatch a 5lb dog. If starving, they can kill a dog and feed on it on the ground.
 
As others have mentioned, I'm not sure that hawk could carry your dog off, but I had a friend pheasant hunting with his labs and had a hawk attack his dog.. had to shoot the thing to prevent it from injuring his dog.
 
I wouldn't be too worried about hawks, but owls, yes. Had a great horned owl carry off a neighbors cat (big cat) like it was nothing. During Christmas dinner, with the kids watching. Dessert was kinda quiet.
 
Not a Hawk but we had a Great Horned Owl carry off my Mom’s 4lb Maltese about 20 years ago.
 
Years ago I had a labrador puppy at a home I lived at in the mountains and when I'd let him out for the bathroom, 1 or 2 owls would imediately fly into trees at the edge of the driveway. I'd escort him till he got big enough and often with a shotgun because the owls were definitly wanting to eat him.
 
Big ol hawk flew into a tree and was eying my 18# dog up....wonder if a hawk can take a dog that size away?
Had a red tail swoop at my 20# fluff ball While we was in the yard on a runner. Hawk broke it off mid flight so no contact. Not sure how that encounter would end but I imagine it could result in some pricey vet bills regardless.
 
Saw a huge hawk carry a 7ish pound chicken into the woods. Said hawk and friends proceeded to get ill and die. I think they were allergic to chicken.

I have a friend who prevented this from happening at his place. He felt bad about it but not nearly as bad as if the kids had watched their cat get carried off.
 
My wife’s feral barn cats are getting to be a problem. How can one of them said owls be baited in to assist with removal? I would be a happy man seeing the cats take flight.

You need to start an owl rescue.
 
Earlier this summer pulled into our driveway and right as I turned a very large owl almost flew into my windshield carrying what looked to be a full size possum! It was a very cool site, wished I had it on film.
 
Few years ago I had a red tailed hawk pin a rabbit down in the field behind my house. Rabbit was screaming its head off, which attracted a bunch of nearby crows. The hawk couldn't take off with the rabbit, the crows were jawing at him, the rabbit was screaming, and the hawk was just trying to get some lunch. Ultimately, the rabbit finally expired, but the 3 crows had turned into 6, and the poor hawk just flew off.

The answer is: no. No hawk can carry off a 12-pound pet. No hawk can carry off a 3-pound pet. The largest hawk in North America (the Ferruginous Hawk) weighs at most four pounds, so leaving the ground carrying three – let alone twelve – would be aerodynamically (not to mention logically) impossible.Mar 25, 2016
Yeah but first of all it can kill an animal right there and eat it it doesn’t have to fly around with a barking dog. Second of all it could have been a Golden eagle.
