By saying you cannot put too much water in a nuclear reactor, what you are really saying is you can put too much water in a nuclear reactor? I can't understand how that could not be confusing.We do real property and contracts. Most people immediately assume it means one of two options.
1. You can pour as much water into a reactor as you want without consequences; or
2. You better not put too much water into the reactor as there will be catastrophic consequences.
Most people don’t see both options. There is no correct answer and illustrates what we do. We try to use language that is concise and not ambiguous.
