So I called the ranger district and spoke with the range manager, he was very friendly and concerned about the situation. He said he would speak with the herd owner about moving the herd off the main hiking trail. He said they try to keep the marked trails clear as that is the best way to pass through the area, they don't want people forced to Bush wack around the herds. I would assume the sheep owners don't want anyone (person or dog) hurt, so a move is likely in the best interest of everyone.
I appreciate all the replies explaining who the herders are, how to handle the dogs and how the grazing arrangements work. Maybe I misread the herder's intentions due to my inexperience or I just ran into the rare unfriendly one, but I will be better prepared next time. Thanks for the education.
