Ranking states as a nonresident

As a non resident how would you rack western states as a value. I have hunted elk, mule deer, and antelope. Assuming someone just wants to go hunt out west every year, no matter the species, how do you rank each state as a value to apply for each species?

Montana was my go to since I lived there in the past but it’s gotten too commercial expensive in the area I used to hunt. I think I may start focusing on WY and NM…..
