Depends on the jacket fit, if it is really tight through the shoulders I size up or look for a different shell. In all reality if the shell is to tight to fit a puffy under shell it is going to restrict my arm movement with or without the shell.Are y’all triple over sizing shells so that the don’t compress a puffy?
It also blocks the wind from pushing your "trapped air" (ie the point of a puffy) out if used over top and the wind was an issue.Wouldn’t it block the wind just as well under the puffy?

In theory, putting it on over the windbreaker means the wind can move air through the puffy easier compared to under the windbreaker, reducing its insulative properties.
In reality, I do both ways. If it’s wet I’ll do shell over puffy.
If I’m just stopping for a short time I’ll do puffy on top.
Just depends on the situation
