Looks like there is a large amount of non-compliance…estimated between .6% to 8% compliance (or 99.4% to 92% non-compliance).

IANAL, but my understanding is this ruling only applies to the 5th circuit. The 6th has already ruled against the ATF, and I think the 7th ruled in their favor. 1 of these cases will be going to SCOTUS, hopefully while Justice Thomas is still there.
