OTC plains/river bottom opportunity

I’d love to hunt plains terrain for whitetail since I have never hunted anything remotely like that. Hilly Plains with Timber River bottoms… what states have over the counter opportunities like that? And what is non-resident license fees?

I figure Dakotas, Nebraska, eastern Colorado…
 
Dakotas are 100% draw, Nebraska yes OTC for the most part though they are capped, Colorado I believe very limit and VERY LITTLE public land.
 
I thought Dakotas were only draw for firearms?
Non resident archery rules have changed in recent years. There are now 2200 statewide non resident public/private "any buck" archery licenses available via lottery. Private land only "any buck" licenses are OTC.
 
Eastern Colorado is limited. It takes a few points. Public land is mostly concentrated to a couple of river corridors. There is a good amount of walk-in away from the rivers, but it varies whether it is open for big game and will mostly be a different tag/unit.

Montana is probably worth looking into.
