New Mexico application question

In New Mexico you have three choices on the application not counting the 4th option. If your first 2 choices are Standard tags and your third is High Demand tag. Do you have to pay the high demand price? That is what I figure.

They will pre-charge you for the highest cost tag when applying. If you draw the lower cost tag they will refund the difference.

Why would you pick a third choice thats a high demand unit, especially if the first two are not? Your draw odds on that are extremely low.
