New Mexico application question

In New Mexico you have three choices on the application not counting the 4th option. If your first 2 choices are Standard tags and your third is High Demand tag. Do you have to pay the high demand price? That is what I figure.
 
Why would you pick a third choice thats a high demand unit, especially if the first two are not? Your draw odds on that are extremely low.

Exactly, essentially zero unless the odds are lower for the standard tags or people who have draw numbers in front of you all put in for the same standard tags but not the high demand so only the high demand is left which as above is almost impossible if not truly never going to happen.
 
I made my choice on areas I have some experience with and number of total hunters. High demand does not indicate anything but more people apply for that hunt. Besides it is really all about when your application number is pulled.
 
If your 3rd choice is harder to draw than your first and second choice you are throwing away your third choice. For instance if your first choice hunt is a 10% chance of drawing and your second choice is 12% chance you will not draw a 3rd choice with a 5% chance.
 
I understand. The unit I want to hunt has two gun hunts standard. The other unit I know a little about is a HD hunt. If when my application number comes up the two hunts are full I understand not much of a chance the 3 choice is on the board. I don't want to put another unit I know nothing about and don't want to hunt.
