I am not 100% sure on what this tag entails...

Can a guy hunt all three season anywhere in the state for that species as long as you follow the season dates?

To me the PIW tag, Dream tag, and Silver State tag all seem very similar with the exception of how you apply with one being a raffle, the other being a draw.

Hopefully someone can shed some light on the subject,

I think I have this correct. Yes I do!

The piw tag lets you hunt in any unit of the state for that animal. But you have to follow the season dates and weapon regulations for each unit when you hunt.

So if you hunt say unit 231 for deer in August, you have to use the weapon that falls under that time in the unit, which is archery "long bow" equipment

Piw is exactly how velvet feather explained it. You can hunt any season as long as you abide by those season rules. Note some areas are closed to piw completely such as 091 for elk and 253 for sheep.

Silver state tag is where you can use any weapon during any open season for said unit and I believe 1 week before any season for that unit and 1 week after season closes as well.

With the PIW. The closed areas are only in the area in which the animal was killed last year. Like Drhorsepower said 253 is closed for desert sheep 2014 since the PIW tag was filled there 2013. 2015 you could hunt there again with the tag. I had the PIW desert tag 2012 and couldn't hunt 253 due to that rule.
My advice is if you draw the tag, pick one area and hunt it as if you drew that specific tag. Having the entire state open is overwhelming and you can find yourself running all over the place chasing rumors and dreams. It is a good problem to have but it is a problem.
