I need an affordable material that is readily available from multiple sources, waterproofable where stitched, available in 5.5' wide, long rolls, fairly UV tough (won't rot quickly) and comes in black. Not as lite at Ripstop and not as heavy as a poly tarp. Something closer to a Gortex rain jacket but without the cost.

You can by waterproof 40d pretty easily at fabric stores. Using seam tape isn't fun. I tried to seam seal all my pull outs I made. Ended up just going the silicone/thinner route.

5.5" isn't a common width, usually 58-60" is the norm, you'll need to look for extra wide stuff if you really need 5.5" or you might want to replay the width if possible in your project.

Oops...dopey me. Major typo! Meant 5.5' wide, not inches. Doh!!! The piece I'm creating won't have true seems but I will be stitching straps onto it. The material used must hold up when these straps are cinched and put the waterproof material beneath it under tension.

Actually I think the typo was on my end, not yours but I knew you meant 5.5'. Can't really picture what you're describing but as noted you'll likely have more options available for fabric if you can use a 58-60" width. There are some oversized width fabrics out there but selection will be reduced and cost increased.

May need to go wider, between 7.5' and 9.5' unstitched. long rolls preferred...maybe 100+ yards.

I don't think you will find anything that wide at least for a reasonable cost. There's a reason shelter manufacturers are limited by size, they can only get material up to certain widths before you have to start sewing seams.

As far as waterproof where stitched, you are poking holes in the material. I'm not sure what you are asking I guess. This is the point of seam sealing or seam tape. However, seam tape won't stick to true silnylon so keep that in mind.

Could you make Tyvek work?
I know there are other types of tyvek other than that used for wrapping homes. Suck as that used to make Frog Toggs and boat/car covers. Not sure the width available but it just an idea.
