I’m far from a expert but been reading enough to be dangerous. Looking to buy a rifle to eventually build into light backcountry rifle. No trip planned so I have a few years. I currently own a Ruger M77 in 30-06 with wood stock and no desire to build that into light weight gun. Also won a Browning AB3 in 300 win it shoots good but don’t think that’s good starting point.
Looking Tikka T3X and thinking 6.5 PRC Roughtech.
To start I want a rifle that I can harvest does with suppressor. With plans to put a carbon barrel and folding stock on it for future western hunts.
Not set in stone on anything throw me some ideas. Haven’t done a ton research on optics but would like to buy once cry once. With light weight in mind.
Probably won’t ever shoot over 500 yrds. Thinking $1000 gun and $1000 scope to start. Looking at Thunderbeast Ultra 5 for suppressor.

You said it yourself, buy once cry once. This is way higher in the rifle budget range but it already has the carbon fiber barrel and folding stock for when you are ready to come out west! We have one in the shop and it is pretty impressive the amount of craftsmanship that went into this rifle! The actions are very smooth and the carbon barrels look awesome!
 
I will second XLR’s thought. Just go ahead and buy a chassis rig with a carbon barrel up front. You will end paying less for performance that is going to be essentially equal to a custom rig, unless you build on a custom action.

Why the folding stock and CF barrel?
I live in the west and never had the use for either, actually I really dislike chassis stocks for hunting and CF won't save you any weight over a #3 contour.
I'd just get the tikka 6.5 prc, cut it to 18" and put a better stock on.

Also coming from a guy who's first suppressor was 4" (now a useless decoration), get a Nomad ti or an ultra 7.
Tust me You'll regret the ultra 5

For shots inside 500 yards I'd probably get a trigicon credo 3-9x40
 
I'm going to second 762Gunner and say you should consider a 7" suppressor. Both that he mentioned are good options. General consensus is that you'll get much better sound suppression/tone with minimal weight impact.
