No. Today, NR land owners do not get any preference over other NR. They must buy points like other NR. My understanding is that the intent of this bill is to provide (wealthy) NR land owners a leg up over other NR.

So the 600 would be out of the total non resident pool i assume. Which would lower draw for people who dont own land there. Wonder if these are specific to hunting your property or unit wide. If it passes land priced will get even more outrageous i assume

That is correct. 10% of the total NR antlered/any sex would be set aside for NR landowners. My assumption is these would essentially be land owner tags and only valid on individuals' property. Iowa changed the LO tags this year so that they are valid for all seasons with appropriate method of take.

Hmm I was wondering if they'd end up following something similar to Kansas, getting NR landowner tags for every so many acres owned. Interesting that owning the land wont guarantee a tag...it just allows them to be in the 600 tag drawing of NR landowners. I assume points will still be meaningful in that? Maybe lead to NR landowners only require 1 or 2 points to draw from that 600 rather than 5 points to draw.

I'm not understanding the baiting prohibited and shooting from a roadway vehicle prohibited part...? That's already illegal.
Agree, not sure what additional clarification was needed. That is other than the fact that 5 acres of standing row crop bordering a bedding area isn't baiting, but throwing a couple bushels of apples or corn on the ground is. :LOL:

I’m thinking the issue was that people would place “bait” (feed, apples, corn, etc) and then hunt 50-100 yds away. Technically not hunting over the bait. I know several wardens wrote tickets in this situation. Case was thrown out since not over the pile. Wardens argued that the trails that were being hunted led to the pile. Wonder what the legal definition of “baited area” is. But non traditional farming practices are not baiting.

The good in the nr landowner deal is hopefully they will not let the doe populations get higher. These properties don’t get hunted at all when the nr landowner has no tag. But land will go up in cost and more fragmented.

*IF* the NR land owner has a clue about deer and deer hunting, it is their responsibility to manage the animals that frequent their property. In many parts of Iowa right now, we need does more than ever to begin a long and slow recovery. In my part of the state (West Central/West) some biologists estimate it will take up to 20 years to return to population levels from just a few years ago. That's assuming normal weather and "normal" levels of EHD.

Land will certainly continue to go up, and only the richest will be able to afford it. Recreational land in this part of the state is $7,000+/ac right now, and ground in traditional whitetail meccas of NE, SE, and SC, Iowa is even higher.
