I was cutting metric threads in high school machine shop 30+ years ago. Not hard to do if you have a lathe that can do it. Most lathes manufactured in the last 40 years have the ability to cut metric threads. If a gunsmith refuses to work on Howa Actions and a few other that use metric shank threads, usually it is because their equipment doesn't have the capabilities to do so.They're metric so choose someone that knows that and can thread metric. I could use some help picking ring height.
I have a mini barreled action in 223 inbound from Brownells. I already have a set of 1" Talley lows on the way, but I'm considering picking up one of the Vortex Viper in 2.5-10x44. These are 30mm tube so I'll need to swap out for different rings. Does anyone know if the Medium Talley's will clear that? I'd like to keep the scope as low as possible.

Thank you! That's extremely helpful and saves me scouring all 46 pages of this thread! That's should be an almost identical form factor to the Viper; doesn't look entirely unwieldy either. For sure.I think Mediums are the happy spot, if you look at the eyepiece that's the spot lacking clearance.
