Colorado leftover draw question

I’m probably missing something simple here, but how are there tags left for the 7+ point deer unit I didn’t draw?

2 years ago, I applied for a 7+ point archery elk tag, didn’t draw, then late July/early August got a call from CPW saying “hey you’re next in line for a turned in tag. Do you want it?”

Why wasn’t something like that done for the 7+ point deer unit?

Someone probably drew the tag and turned it back in. I'm not sure how they decide if a tag goes to the leftover list or they call next in line but I'm pretty sure it has to do with the number of resident points it takes to draw. Someone smarter than me can probably answer that
 
For tags >5 pts CPW calls next 5 people in line behind the guy that turned in - IF nobody wants it (or doesn’t answer phone etc) then it goes on the list for grabs

How many resident points did it take? The “next in line” reissue is based off the tag taking 5 or more resident points. Or if it did take 5 or more res points then the 5 people they called turned it down and then it ends up on the leftover/reissue list.
