They can see exactly where these collars are and have been. I know the above comments are made as jokes for the most part, but it should be mentioned that these tactics would be pointless.

I believe the rancher put this story out in the public sphere because they believe the governor’s office is going to try and hang them out to dry regardless of what the 10j allows, regardless of what CPW thinks... They are getting ahead of the narrative that will undoubtedly be spun about them by the animal activists. They wanted to fuel the flames before the federal comment period ends in a few days.

I am not sure the federal government will be better suited to run this wolf program but I am ready to give that a try. I have a feeling the state is only going to side more with the activists than the true stakeholders over the near future. At least the federal government might stem the tide for a few years.

Maybe not entirely true, the ones I am familiar with ping location 2x per day, alot of ground can be covered in 12 hrs if you happen to know when the collar is programmed to ping.
 
I've worked with CPW in a capacity and understand the collar's capabilites. There is a reason they have to recapture the wolves to swap collars/bateries. The battery life is about a year because they are actively monitored. The collar's position is logged online and the ping interval can be changed. When they approch areas of interest the ping rates are increased and stakeholders are (...or at least should be) notified. The true capabilities of the collars are kept secret intentionally.
