Those stats beg the question, I thought you had to have 3 preference points to even be included in the draw so how did 21 people with 2 or less preference points draw?

Ewe tags? I don't believe they require you the be at 3+0.

Some ewe tags can be drawn with less than 3

Ewe tags are the answer- Once upon a time I picked one up off the leftover list. This year there was a 2nd choice ewe draw which means you could have drawn with 0 points.
