CO 2nd draw tags still in leftover...what gives?

Not complaining here (kinda, but not really) but looking for an actual explanation on how my 1st choice for elk and 1st and 2nd choices for mule deer in the Colorado 2nd draw are still on the leftover tag list. I suppose turned in tags are possible, but I would think it is highly unlikely that someone would have drawn the tag in the secondary draw, which is hard enough, and then subsequently turned it back in within a month. Otherwise I'm not sure why I would not have drawn it in the second round. Thought I had a pretty good handle on how the Colorado draw system works, but apparently not. Anyone have any insight?
 
In the first draw someone may or may not have had more PP than you. Even by 1 perhaps and they got drawn. Maybe they didn’t pay, maybe they turned it back in, maybe plans didn’t go as planned, life happens.

2nd draw it’s youth preference but, if you’re lucky enough, you get drawn (I did last year and the year before but not this year). However it could also be no pay or drew and turned them back in. Putting it back into the leftover list.

A lot of people always ask the same question every year after first draw as to why it’s in the 2nd draw. Then followed up to why is it in the leftover list. Both residents and nonresidents. Try and get it when they go on sale on Aug 5

Someone either turned in or didn't pay for the same tags that you applied for.

The secondary draw is 100% preference to youth. Your odds in that round were zero to terrible.
I wonder how many people put their kids in the secondary draw to keep the tags from being drawn and intentionally not pay so they have a chance at picking them up from the leftover list.
 
I understand how it works but since you mentioned it, there's a deer tag on the leftover list that my daughter failed to draw in the secondary draw.
 
The current ‘leftover list’ is a combination of leftovers and reissues.

The following week, reissues will be posted separately and then moved to the leftover list if not purchased
