Was in Montana units 211, 215 and 321 from 9/15-9/22. Terrible hunt, worst I've ever had in 15 years of elk hunting. No elk seen, or busted or heard on public land. Covered a ton of ground on foot, 10-12 miles a day. Locate bugling into every basin, canyon, draw that we encountered and not a single response. Saw between 6-700 elk on private land though rutting away.
I was in 321 9/14-9/17, similar situation. Had one un-enthusiastic bugling bull on 9/14 that I was close to getting a shot on, but the rest of the days were quiet and saw two bulls. On the drive in there were probably 200 head on the Huntley Ranch in 332. 321 was hotter first two weeks, I had two friends of friends take bulls in the lowlands there, but not back in the basins. Also ran into two clowns from Kalispell cruising the basins on electric bikes (against the law, reported to FS and FWP, I have their license plate), they had been there for days before bugling and likely pushing elk around as they cruised around with the electric motors.
