I have a Ruger No. 1 in 7mm Mag that looked much worse than that and it still shot close to 1" groups..I did recently send it off for a new barrel in a different caliber. I have another Ruger No. 1 in 338 WM that has a few spots similar to that , and that rifle will shoot just under an inch if I can control my flinch.

I have 2 Remington 700s that shoot really good and have near perfect bores. I have a AR in 6.8 that has a few tiny pits in the bore and it shoots good.
That barrel may not give you match grade accuracy, but I doubt that those rough areas would cause significant accuracy problems. There may be other contributing factors involved.
Bore scopes are cool, but as the old saying goes, ignorance is bliss.
