+1We live in town and no where near we’re any deer normally are. Two summers ago we had a two by two lying under our neighbors tree. And it was foaming out the mouth, eyes were almost covered in nasty yellow gue, panting very heavily. We called animal control and state parks and wildlife. Both said they would do nothing about it, as long as it had not attached someone, or caused an accident. I told them it was possibly sick with CWD or some other decease, and they both said they didn’t care. Deer wandered off eventually, never seen it again. It looked far worse then the one in your picture. Mouth was open tongue hanging out, foam and saliva dripping to the ground, skin and bones, he was in terrible shape. My wife may have a picture, I will try and see if see does and if I can post it. Interested to see what you do, find out .
Interesting...after I watched a while I noticed this deers eyes were covered with a haze also.
