That is totally irresponsible. That 6.5 won't have enough energy fir a clean kill at 950. My 7RM pushing the 155gr Terninal Ascent at 3090fps falls under 1500 ft lbs at 825 yd. I have shot some elk with 44 revolvers without any problem so I always chuckle when I see that 1500 ft lb minimum thrown out there.
