Whether you buy a pre-fit and torque it to 75 ft-lbs or you hand your action and a pre-fit to a smith and have him torque it to 75 ft-lbs, the accuracy which results will have everything to do with which pre-fit you chose and not who did the torquing.
Of course you'll also need to install properly into your stock, and install the optics and optic mounts properly, but that again is all stuff this group and talk you through easily.
