My load was 75.5 gr. of H1000, 215m primer and the 215 Berger. When I did my part this rifle would shoot 1/4 minute. I have stretched it out to 1500 yards and half minute groups also. This was a budget build with only a McGowan Barrel, bedded recoil lug and trigger adjusted down to 2.5 lbs.

I would recommend the above as well, get yourself a basic reloading kit and start. Defensive Edge has a good DVD on reloading that I started with when I was getting into it. Another option you could look at would be some Applied Ballistics Ammunition, it has proven itself in a few 300's out there.

McGowan Precision barrel installed. 27" 1-10 twist with 5/8x24 threads for muzzle break or suppressor.
150 rounds through barrel and still shoots very well.

My 2 cents would be save a little more for the cabelas euro HD which is essentially a meopta. I own the Meopta S2 HD with wide angle and absolutely love it. (Meopta is also who makes the Nightforce spotter so I have heard). That being said the Gold Ring is a pretty good spotter from my research.
While you have been given lots of advise and stuff to try I will offer my 2 cents. Start over from the beginning, and double check all your inputs. If you can I would recommend you use the G7 B.C. for the bullet which is 0.356 (from Litz book) as it will follow the drag curve better .
